The superannuation guarantee rate has increased from 11.5 per cent to 12 per cent from Tuesday, with super contributions also being added to Commonwealth Parental Leave Pay for the first time.

Rest superannuation fund said the changes represented a significant step forward for fairness and equity in the retirement system.

The fund estimated a 30-year-old Rest member could be around $11,200 better off at retirement due to the increased super guarantee rate.

Enrico Burgio, Rest's general manager of public policy and advocacy, said the increase was particularly significant for the fund's 2 million members who were more likely to work in part-time and casual roles.

"Many of our members retire with balances below the national average, so every extra dollar can make a real difference in shaping their future and getting them closer to their best-possible retirement," Mr Burgio said.

"An extra $11,200 at retirement is meaningful for so many of our members. It's a clear reminder that even small changes today can lead to big benefits in the future for working Australians."

The introduction of super contributions on Commonwealth Parental Leave Pay payments is designed to help close the gender super gap.

Mr Burgio said Tuesday's changes represented a milestone towards fairer and more equitable superannuation.

"When you consider that eligible parents will also now receive super on their Commonwealth Parental Leave Pay payments – helping to close the gender super gap – today is truly a milestone day towards fairer and more equitable super," he said.

The changes complement other recent reforms including the removal of the $450 monthly income threshold and proposed introduction of Payday Super and Delivering Better Financial Outcomes reforms.

However, Mr Burgio said gaps remained in the superannuation system for certain groups.

"While these changes are a hugely welcome step forward for all working Australians, we know there are still many, including women, younger workers, First Nations peoples and lower-income workers, who continue to miss out on the full benefits of our world-class superannuation system," he said.

Rest has put forward policy recommendations to government aimed at supporting fairer retirement outcomes.

The fund's priority recommendation is extending the superannuation guarantee to all under-18 workers, removing what it describes as an unfair exclusion for those working less than 30 hours per week.

Rest, established in 1988, is one of Australia's largest profit-to-member superannuation funds with around 2 million members and approximately $93 billion in funds under management as at 31 March 2025.

The analysis assumes a 30-year-old member with a starting balance of $31,890 earning $46,436 annually, retiring at age 67 with continuous accumulation of super guarantee contributions.

Rest superannuation fund has achieved the highest sustainability classification for its Sustainable Growth investment option from the Responsible Investment Association Australasia.

The Sustainable Growth option has received the 'Sustainable Plus' classification, which is the highest of three categories in RIAA's Sustainability Classifications Initiative.

The classification forms part of RIAA's existing Responsible Investment Certification Program and demonstrates that the investment option meets stringent responsible investment standards.

Rest General Manager, Responsible Investment & Sustainability, Leilani Weier, said the fund was proud to receive the classification.

"With around half of our members aged under 30 and decades from retirement, we are pleased to offer a choice investment option which meets RIAA's highest classification standard," she said.

"This is consistent with Rest's broader sustainability aspiration to support actions which help to build a better, fairer and more sustainable future."

Weier said Rest's responsible investment approach was important to members, with 94 per cent of surveyed members agreeing it was important the fund invest responsibly and ethically without impacting investment returns.

The Sustainable Growth option's investments in listed Australian and overseas shares target a weighted average carbon intensity that is at least 50 per cent lower than respective benchmarks.

"Further, Sustainable Growth's investments in listed Australian and Overseas shares (excluding private equity) target a weighted average carbon intensity (WACI) (measured in tonnes of carbon emissions (Scope 1 and Scope 2) per million dollars in sales in US dollars) that is at least 50% lower than their respective benchmarks, being the ASX300 and MSCI World ex Australia," Weier said.

RIAA Co-CEO Estelle Parker said the classification initiative aimed to help investors identify quality sustainable investment options.

"In today's market, the diversity of investment products can be overwhelming," she said.

"RIAA's Sustainability Classifications Initiative aims to differentiate products, enabling investors who prioritise sustainable and responsible investing to identify quality options underpinned by reliable, fit for purpose investment processes."

Parker congratulated Rest for achieving the Sustainability Plus classification.

Rest's Sustainable Growth option was first certified as a Responsible Investment Product under the RIAA Responsible Investment Certification Program in 2022.

Rest, established in 1988, is one of Australia's largest profit-to-member superannuation funds, with over 2 million members and over $93 billion in funds under management as at 31 March 2025.

Aware Super has reduced administration fees for members with a retirement income account by up to 25 per cent and lowered the maximum annual fee.

From 1 June, the superannuation fund will reduce the annual administration fee for retirement income and retirement transition members from 0.23 per cent to 0.17 per cent of a member's balance.

It has also cut the maximum annual administration fee on a retirement account from $1500 to $1300.

The reduction could cut the annual administration fee for a retired member by up to 25 per cent, or about $225 in the first year for the average Aware Super retiree member.

Aware Super members who open a retirement income account may also be eligible for a tax-free bonus of up to $12,350, added to their balance.

The fund said its retired members would now pay some of the most competitive fees in the market, with the average member now paying $600 less per year in total fees than the market average.

Aware Super group executive member growth Steve Travis said the $190 billion profit-for-member fund was determined to keep fees low and deliver the benefits of the fund's increasing size and efficiency gains to its members.

"Aware Super is dedicated to helping our members reach their retirement goals and keeping fees low is one of the key ways we can do that," Mr Travis said.

"We're now the third biggest superannuation fund in Australia and we invest $190 billion on behalf of our 1.2 million members."

Mr Travis said projects such as the fund's three-year digital transformation program, completed in 2023, were delivering real benefits for all members.

Aware Super was crowned the 2025 Pension Fund of the Year by Chant West for the second year running last week.

The fund manages investments for 1.2 million members and is one of Australia's largest profit-to-member superannuation funds.

The co-founder of SuperAPI has labelled Labor's proposed tax on superannuation balances above $3 million as a "sneaky tax on young people, tomorrow" disguised as a policy targeting wealthy retirees today.

Ben Styles said the unindexed $3 million threshold would disproportionately affect future generations due to inflation and wage growth over time.

"The reality is that Labor's $3 million cap, unindexed, is a sneaky 'tax on young people, tomorrow' that is dressed up as a 'tax on rich people, today'," he said.

"The deceptive tax grab that borrows from young people's future relies on the fact that in 40 years when today's 25-year-olds are retiring, $3 million will not be considered a very high balance."

Styles referenced recent modelling from AMP Deputy Chief Economist Diana Mousina to support his position on the policy's long-term impact.

The SuperAPI co-founder argued the policy would discourage financial responsibility and ambition among young Australians.

"Every young person today will face the prospect of being penalised for working hard and achieving," he said.

"This is un-Australian and disincentivises ambition and financial responsibility."

Instead of targeting high superannuation balances, Styles advocated for policies that would support lower-income earners in building retirement savings.

"Instead of punishing people for being successful, we should be focusing on lifting those at the lower end, creating incentives for young and low-income workers to save and invest in their future and removing penalties, ie. taxes, that might stand in the way of them achieving the same wealth that boomers have enjoyed for decades," he said.

Labor's proposed policy would impose a 30 per cent tax rate on earnings from superannuation balances exceeding $3 million, up from the current 15 per cent concessional rate.

The policy has faced renewed scrutiny as debate continues over superannuation taxation and wealth inequality in retirement savings.

The government has positioned the measure as targeting a small number of high-balance accounts while preserving superannuation concessions for the majority of Australians.

"The Liberals' plan, on the other hand, is to allow first-home buyers to access up to $50,000 from their superannuation to address the growing challenge of housing affordability in Australia. Yet this could have a serious long-term impact on Australians' nest eggs, as pulling money out of super early undermines the power of super investment," he said.

Despite these concerns, Francis noted that some Labor policies might appeal to retail investors seeking growth and stability.

The Prime Minister's recent commitment to maintaining existing negative gearing arrangements provides certainty for property investors planning their finances.

Additionally, the government's "Future Made in Australia" initiative could benefit investors with holdings in domestic clean energy and sustainable technology companies.

Robert Francis, managing director at eToro Australia, welcomed the move, saying it would support long-term savings behaviour and encourage workers to increase their retirement contributions.

“The change to superannuation taxation is a great step forward for investors because it allows for higher superannuation balances and will encourage workers to put more money into their super,” Mr Francis said.

“Quite simply, the more time that money is spent in workers' accounts, the more money they have overall come retirement.”

Ben Thompson, chief executive of Employment Hero, acknowledged the scale of government support for superannuation but emphasised the importance of ensuring the system remains equitable and efficient.

“This year’s Federal Budget reinforces just how central superannuation is to Australia’s financial system,” Mr Thompson said.

“The government is putting over $55 billion into concessional tax breaks for super next financial year—that’s a massive investment in helping Australians build long-term wealth.”

“But with that kind of support comes a responsibility to ensure the system is fair, transparent, and actually delivers value to everyone.”

Employment Hero, one of the country’s largest payroll platforms, is working to streamline superannuation compliance for businesses.

“We’re focused on developing our platform to help businesses remain accurate, compliant and timely without adding unnecessary complexity—reducing the admin burden so they can focus on growth rather than red tape,” Mr Thompson said.

The concessional tax treatment of superannuation remains one of the largest items in the Budget, underscoring its role in the broader policy framework for retirement savings.
