Rest, one of Australia’s largest profit-to-member superannuation funds, has welcomed the Australian Government’s release of draft ‘Payday Super’ legislation, which aims to align Superannuation Guarantee payments with employer payroll cycles.

Rest Chief Strategy Officer Tyrone O’Neill said the proposed reforms would enhance fairness and equity in the superannuation system, benefiting millions of Australians.

“The Payday Super reforms are set to give Rest’s two million members and all Australians greater opportunity to achieve their best-possible retirement, and we commend the Australian Government for progressing this important change towards a fairer super system,” he said.

O’Neill highlighted the potential benefits for members, particularly younger and casual workers.

“Rest represents more than two million members, including around half under 30 and many who are working in part-time and casual roles and may retire with lower balances,” he said.

“A significant proportion of our members have their Superannuation Guarantee payments either paid monthly or less frequently, often out of sync with their take-home pay. More frequent contributions will unlock the power of compounding returns, leading to better long-term outcomes for members.”

O’Neill also noted that increased payment frequency would improve transparency.

“Payday Super will also make it easier for members to track their superannuation contributions, which is particularly important for casual workers whose hours can vary from week to week,” he said.

Rest said it looked forward to working with the government and industry stakeholders to finalise the legislation.

Superannuation engagement platform SuperAPI has partnered with human capital management provider Humanforce to streamline payroll and superannuation contributions for more than one million Australian workers annually.

The partnership will integrate SuperAPI’s technology—which helps employees locate, consolidate, and select their superfund—into the Humanforce platform. Humanforce provides an employee-focused solution that includes workforce management, HR, payroll, and benefits administration. The integration is expected to reduce administrative errors, enhance compliance, and ensure superannuation is paid correctly and on time.

The collaboration comes as new laws criminalising superannuation theft take effect. Under these changes, employers could face penalties of up to 10 years’ imprisonment or fines equivalent to three times the amount of unpaid super if payments are not made correctly. Additionally, the upcoming PayDay Super reforms, set to take effect from 1 July 2026, will require super and wages to be paid together.

SuperAPI Co-founder and CEO Riley James said many instances of superannuation theft stem from administrative issues rather than intentional wrongdoing.

“One of the big misconceptions around ‘superannuation theft’ is that it’s committed exclusively by malicious employers. In reality, administrative issues are the driver of most missing or delayed super payments, but are classified by the ATO as ‘superannuation theft’,” he said.

“No well-intending employer should be at risk of getting slapped with a criminal record because of a simple typo. Similarly, no employee should miss out on retirement dollars because of paperwork. Super theft stemming from administrative errors can—and should be—completely avoided when we have simple tools to ensure this, which is why this partnership with Humanforce is so important.”

Data from SuperAPI and the SuperStream network governance body (GNGB) highlights the extent of administrative errors:
- 50% of superannuation payment errors result from a “member not found” issue, leading to returned contributions and employer liability.
- 21% stem from incorrect fund reference numbers, often due to outdated payroll records.
- 8% occur when employees lack an existing superannuation account or are ineligible for their employer’s default fund.

Humanforce CEO Clayton Pyne stressed the importance of addressing compliance challenges ahead of regulatory changes.

“With new laws applying to all employers from 1 January 2025 and PayDay Super coming in July 2026, employers need to act now to uphold their compliance obligations of tomorrow,” he said.

“By prioritising precise and simplified superannuation contributions, employers not only safeguard their reputation and deliver greater compliance confidence in the face of upcoming super changes, but they also gain a powerful edge in better protecting the financial wellbeing of their employees.”

The integration is expected to benefit over 24,000 new employees onboarded each month through Humanforce’s system, ensuring more accurate and timely superannuation payments.

The profit-to-member fund's High Growth option and Sustainable Growth option achieved returns of 14.09 per cent and 14.08 per cent respectively, while its Overseas Shares - Indexed option returned 28.05 per cent.

Rest's interim Co-Chief Investment Officer Kiran Singh said 2024 concluded positively, with markets performing as anticipated.

"Global share markets were stand-out performers - especially the US - during the past year. With several central banks moving to ease monetary policy and markets responding positively, we anticipate this should continue in 2025," Singh said.

The fund's MySuper Growth option has delivered long-term annual returns of 8.34 per cent since its inception in July 1988.

Singh noted that while equity valuations remained elevated, they were supported by economic resilience and earnings growth.

Rest's interim Co-Chief Investment Officer Simon Esposito said the fund would continue to focus on five long-term megatrends: decarbonisation, deglobalisation, demographics, digitalisation, and debt and central bank policy.

"The 5 megatrends are informing our scenario modelling for future market expectations. Thanks to the influence of these megatrends, we believe investors won't be able to just rely on a uniform increase in valuations across all assets, but will need to be more selective to be successful," Esposito said.

The fund recently committed $1 billion to Quinbrook Infrastructure Partners for sustainable data centres in the US and Queensland.

Rest also expanded its industrial property venture with Barings, now jointly holding approximately 475,000 square metres of leasable industrial space across Sydney and Melbourne.

The Actuaries Institute has outlined major reforms to Australia's $4.1 trillion superannuation system, proposing uniform tax rates and new levies on high retirement withdrawals.

A discussion paper commissioned by the institute recommends replacing the current two-tier tax system with a uniform 10 per cent tax on all super earnings.

Under existing rules, super funds pay 15 per cent tax during the accumulation phase and no tax in retirement.

"We have a superannuation system that's working, but it's one of the most complex in the world," said Richard Dunn, one of the paper's authors.

The reforms would introduce taxes on retirement withdrawals above $250,000 for lump sums and $150,000 for annual pension payments.

The paper also proposes changing the tax treatment of super bequests, applying a 17 per cent tax at age 67 instead of the current age 60.

"Our proposals make super simpler for consumers and funds, while improving equity across the system," Mr Dunn said.

These changes could save about $1 billion annually in operational costs over the long term, according to the paper's authors.

Actuaries Institute chief executive Elayne Grace said the reforms aimed to stimulate debate about meaningful tax reform.

"The authors have proposed well considered and holistic reforms. While views on superannuation tax reform vary widely, we welcome constructive debate about ways to improve equity within the system and deliver better value," she said.

Jennifer Shaw, another of the paper's authors, said the changes aligned with super's core purpose of funding retirement.

"They would leave the system largely unchanged for most retirees and still allow people to make large withdrawals for their immediate needs, for example paying off a mortgage or healthcare," she said.

The paper also recommends removing distinctions between how concessional and non-concessional contributions are taxed once invested in super funds.

A new survey by AustralianSuper has found that only 32% of Australians believe they could save for retirement without compulsory superannuation.

The "Superannuation Across Generations" survey, released today, highlights the importance of the superannuation system for Australians' retirement planning.

Key findings include:

• 15% of Australians report they would have no retirement savings without superannuation.
• 33% of Millennials, 32% of Gen X, and 19% of Baby Boomers say they would have between zero and $10,000 saved without super.
• 87% of Australians across all generations see the benefit of the superannuation system.
• Gen Z is the second strongest supporter of superannuation (89%), after Baby Boomers (93%).

Rose Kerlin, AustralianSuper Chief Member Officer, said: "Australia's retirement system is one of the best in the world and this hasn't gone unnoticed. The Superannuation Across Generations survey reveals Australians not only highly value the system but also count on it to live well in retirement."

The survey also found that:

• 50% of Australians believe super will be their main source of retirement income.
• 58% recognize super as their largest or second-largest financial asset.
• More than a third of Australians check their super at least monthly.

Despite increased engagement, two-thirds of Australians compare their superannuation fund less than once a year, and a quarter have never done so.

Kerlin advised: "Regularly reviewing how much you're paying in fees, just like you would with your utilities or insurance, can have a big impact on your retirement outcome."

The survey was conducted in September 2024 with a nationally representative sample of 1,009 Australians aged 18 and over.

AustralianSuper manages over $341 billion in retirement savings for more than 3.4 million members from over 478,000 businesses as of June 30, 2024.

AMP has unveiled a new national advertising campaign aimed at encouraging Australians to engage more actively with their superannuation.

The integrated 'Get super close to your super' campaign, developed in partnership with CHEP Network, launched across television, outdoor and radio platforms.

It challenges the traditional dynamic between super funds and their members by depicting Australians reaching out to AMP in situations typically reserved for close friends.

Melinda Howes, AMP's Group Executive Superannuation & Investments, said the campaign was developed in response to research findings.

"Our research showed us that many Australians are disengaged from their super and that it's only when they get nearer to retirement that they appreciate its importance to their quality of life in retirement," Ms Howes said.

The advertisements feature AMP Super taking on the role of a trusted confidante in unlikely circumstances, such as discussing a crush or lamenting a bad haircut.

Through this approach, AMP aims to encourage Australians to lean on their relationship with their super fund and engage in meaningful conversations about maximising their retirement savings well before they start thinking about retiring.

"Through this creative and light-hearted campaign AMP wants to encourage more people to 'get close to their super', so they can make the most of their working years and maximise their retirement savings," Ms Howes said.

The campaign marks AMP's first major above-the-line advertising focus on superannuation in several years.

"We've got a really compelling proposition for members, and this is the first time in many years that AMP is going above the line with a focus on super," Ms Howes said.

The 'Get super close to your super' campaign will be featured across television, radio, outdoor advertising, social media and online platforms.

It builds on AMP's 'Whatever wealthy you want' campaign, launched in February 2023, which encompassed AMP's broader business units across banking, retirement and investment solutions.

The campaign is underpinned by AMP's stated purpose of helping people create their tomorrow.
