The Reserve Bank has announced that it is lowering the official cash rate in Australia to a new historic low, and some of the major lenders have followed suit with reducing rates for mortgage customers.

After yesterday’s announcement, the following authorised deposit-taking institutions (ADIs) have passed on savings to consumers.

The big four

ANZ – ANZ was the first of the big four banks to announce they will decrease their variable interest home loan rates in Australia by 0.25 percentage point effective from Friday, 12 July 2019.

Westpac – Westpac has announced that it will reduce the variable interest rates for home loans by 0.20 percentage point.

Commonwealth Bank – CBA has announced a reduction in its variable rates by 0.19 percentage point from 23 July.

National Australia Bank – NAB will reduce the variable rates by 0.19 percentage point effective from 12 July. 

Non-major lenders

Athena – Athena has announced that it will pass on the full 0.25 percentage point on their variable interest home loan rate effective from 2 July 2019.

Resimac – Resimac has announced that it will pass on the full 0.25 percentage point on their variable interest home loan rate effective from 24 July 2019.

State Custodians – State Custodians has announced that it will pass on the full 0.25 percentage point on their variable interest home loan rate effective from 24 July 2019.

Reduce – Reduce has passed on a 0.22 percentage point reduction in their variable home loan rate. They are now at 3.09 per cent effective from 2 July 2019.

Following the Reserve Bank of Australia’s decision to slash already historic low rates by 25 basis points, more announcements have been released on how much mortgagors will save.

Following Tuesday’s announcement, the big four banks, as well as ME, Macquarie and ING have all announced a reduction in their mortgage rate.

The big four 

Australia’s four largest commercial banks Commonwealth, National Australia Bank, ANZ and Westpac have all passed on an interest rate cut.

Commonwealth Bank - CBA will pass on the full 25 basis point cuts from 25 June, applying it to standard variable, owner-occupied interest-only, investor principal and interest and investor interest-only loans.

NAB - NAB also announced a 25 basis point cut, effective from 14 June. The cuts apply to owner-occupied principal and interest, investor principal and interest, owner-occupied interest-only and investor interest-only.

ANZ - ANZ has not passed on the full rate cut. Instead it will reduce interest rates by 18 basis points from 14 June.

However, ANZ has increased its term deposit rates to 2.35 per cent per annum for an 11-month term.

Westpac - Westpac has announced a 20 basis point reduction to its standard variable rates.

Outside the big four banks

ME Bank - ME today announced it will cut interest rates for all existing variable rate home loans by a further 0.25 per cent from 27 June.

Macquarie Bank- Macquarie Bank is passing on the full 25 basis point cut from Friday, 21 June.

ING - ING announced it was dropping the rate of its home loans by 17 basis points on May 30. 

Following the RBA’s rate cut, ING announced a further rate cut, passing on the full 25 basis points effective from 25 June.

A range of lenders have lowered their interest rates in response to the Reserve Bank cutting its cash rate yesterday, with some even making adjustments before the official announcement.

The downgrade of the official cash rate by 25 basis points to 1.5 per cent is the first move by the RBA since August 2016.

Here’s how the lending market in Australia reacted.

Commonwealth Bank

The CBA will reduce the following loans by 0.25 per cent. Its new rates will take effect from 25 June, and apply to standard variable, owner-occupied interest-only, investor principal and interest and investor interest-only.

NAB

NAB also announced a 25 basis point cut to its interest rates following the RBA’s announcement, effective 14 June. The cuts apply to owner-occupied principal and interest, investor principal and interest, owner-occupied interest-only and investor interest-only.

ANZ

ANZ has not passed on the full rate cut. However, it has announced a decrease in all of its variable interest rate home loans by 18 basis points. These reductions will be applicable from 14 June. 

Westpac

The last of the big four banks to announce a rate cut, Westpac will pass on a savings of 20 basis points to its standard variable rate. However, this is 0.05 per cent less than the Reserve Bank was hoping when it announced a 25 point basis cut.

Lenders which cut rates early

ING

ING cut its rates last Tuesday by 17 basis points, meaning it has not passed on the full rate cut. The reductions apply to its Orange Advantage and Mortgage Simplifier products.

BOQ

BOQ Group has announced a number of fixed rate cuts across its BOQ, Virgin Money and BOZ Specialist brands. This includes:

• Two-year owner-occupied principal and interest fixed rates have been cut to 3.44 per cent, representing a 15 basis points decrease for BOQ and a 31 basis points decrease for Virgin Money.
• Three-year owner-occupied principal and interest fixed rate have been cut to 3.39 per cent, representing a 30 basis points decrease for both BOQ and Virgin Money

BOQ rates are effective from Friday, 31 May.

Bank SA

Bank SA has announced a 15 basis point cut to its fixed mortgage for two years and a 16 basis point cut for its three-year loan.

For residential investment standard rate mortgages, the following cuts apply:

• Two-year principal and interest fixed rates have been cut by 5 basis points, from 4.09 per cent to 4.04 per cent (5.72 per cent comparison rate)
• Three-year principal and interest fixed rates have been cut by 20 basis points, from 4.34 per cent to 4.14 per cent (5.59 per cent comparison rate)
• Three-year interest-only fixed rates have been cut by 25 basis points, from 4.69 per cent to 4.44 per cent (6.06 per cent comparison rate)

The rate is effective as of Wednesday, 29 May.

Greater Bank

Greater Bank has cut its one-year fixed home loan by 50 basis points, making it the first lender to have rates under 3 per cent.

The rate is effective as of Monday, 3 June.

ME has announced it will increase its home loan interest rates for both new and existing borrowers by up to 18 basis points, effective 7 February.

The lender will also increase its advertised new business variable rates by 8 basis points, effective 4 February, following a 10 basis point increase to some advertised new business variable rates in December 2018.

ME CEO Jamie McPhee attributed the bank’s decision to the sustained rise in wholesale funding costs.

“The changes are in response to the sustained increase in the cost of funds,” he said.

“Bank bill swap rates (BBSW) – the key determinant of the cost of funds – have remained elevated.

“It was a difficult decision, but we have sought the right balance between delivering a strong customer value proposition across our product range while responding to the sustained increase in funding costs.”

This follows a move from ING Australia, which recently announced that, effective from Thursday, 7 February, it will increase its variable mortgage rates for all home loan customers by up to 15 basis points.

The bank’s revised variable home loan rate now starts from 3.93 per cent.

ING’s latest rate rise follows a 10 basis point increase in July 2018, in line with rate moves from several other lenders in response to rising wholesale funding costs.

Since the turn of the year, several lenders have lifted rates out-of-cycle, including NAB and its subsidiary UBank, the Bank of Queensland (BOQ) and Virgin Money.

NAB announced increases of up to 16 basis points on its variable home loan offerings, with its subsidiary UBank also announcing increases earlier this year, lifting its fixed home loan rates by up to basis points.

The Bank of Queensland and Virgin Money have also repriced their mortgages, increasing rates earlier this month by 18 basis points and 20 basis points, respectively.

Throughout 2018, several lenders, including ANZ, the Commonwealth Bank of Australia, and Westpac, also increased rates out of cycle.

However, despite the second wave of out-of-cycle rate hikes, some lenders, including Heritage Bank, Adelaide Bank, and Teachers Mutual Bank, have reduced their home loan rates by as much as 32 basis points.

Mortgage Choice CEO Susan Mitchell has said that the US Federal Reserve’s recent decision to lift its interest rate benchmark, coupled with the heightened scrutiny of Australia’s financial services sector, may prompt further out-of-cycle rate rise from lenders.

Ms Mitchell said that the Reserve Bank of Australia’s decision to keep the official cash rate on hold at 1.5 per cent would not be enough to dissuade further rate action.

“RBA board members would be keeping a watchful eye on the United States Federal Open Market Committee (FOMC), whose board made the decision to raise the benchmark federal funds rate to between 2 and 2.25 per cent in a bid to keep the US economy from overheating,” the CEO said.

“Interestingly, this is the third rate rise from the Fed in 2018 and marks the first time the benchmark has been above 2 per cent since 2008.”

Ms Mitchell continued: “The Fed’s decision to continue to raise rates could have implications on the Australian economy, such as export and trade, the value of the Australian dollar and — perhaps the most notable from a housing perspective — an increase in wholesale funding costs.

“Rising wholesale funding costs have already resulted in Australian lenders raising the interest rates charged on their variable home loan products in recent months, and with the market predicting another rate rise from the Fed in December, Australian interest rates could rise further.”

The brokerage CEO also made note of the potential impact of regulatory scrutiny from the financial services royal commission on market conditions.

“The royal commission interim report released last week provided solid insights into the financial services industry ahead of its final report in February next year,” Ms Mitchell added.

“While it may be too soon to speculate on the outcomes of the commission, I believe the new heightened level of scrutiny around lending will remain in place for some time to come.

“These factors combined could put further upwards pressure on home loan interest rates.”

The Mortgage Choice CEO concluded: “This, coupled with an increasingly complex loan application process, means it has never been more important for prospective buyers and borrowers alike to ensure they are in a financially healthy position and highlights the need for expert advice when applying for a home loan.”

Tough market

Borrowers are already finding it difficult to access new finance, or re-finance their existing loans, in the current regulatory environment. 

A recent survey showed about five per cent of those with interest-only loans are considering selling up, for fear of not being able to meet payments if they are pushed to switch to principal and interest payments. About 13 per cent said they are set for a struggle. 

This is compounded by declining property values across the country, particularly in Melbourne and Sydney. Australia recorded a full year of property price drops last month, and the downturn is expected to continue.

We’ve all seen the TV ads for lenders like Nimble and Wallet Wizard, the ones where a man wonders aloud where on earth he’s going to get the money for his big night out. To which another man (dressed as a bunny or a superhero) appears and tells him he can get cash fast! Up to $5000 paid instantly!

While ASIC has made steps to look into these characters, it isn’t doing enough. If ASIC really cares about financial literacy and the stability of our financial system, then payday loan sharks with a digital front door need to go.

The recent collapse of UK-based payday lender Wonga should be a cautionary tale for its Australian counterparts.

Wonga went into administration after being brought down by a barrage of compensation claims. The collapse of the loan shark is being viewed as an example of what can happen when consumer credit addiction spirals out of control. Wonga’s customers are still being told to make their repayments, which come with extortionate rates.

Australia’s high levels of household debt have been well documented, but always with the caveat that a good chunk of it is secured by residential property. And then there are offset mortgages to balance everything out. There has been little information about how much of our household debt is owed to car financers, credit card providers, fintech payday lenders and digital personal loan providers.

Fintech was a word that carried plenty of hope when it first started popping up a few years back. As we all gradually became aware of how much we were getting ripped off by the big banks, these tech-savvy operators with their apps and punchy, lower-case brands looked like the answer.

But beware the wolf in sheep’s clothing; fintech lenders like Wonga have proved to be unscrupulous operators, profiting on the misery of those who have been seduced by the temptation of easy money.

Hollywood actor Michael Sheen has decided to take them on, even putting his acting career on hold while he dedicates his time to raising awareness about dodgy lending.

“The health effect on people is getting out of control,” Mr Sheen said when he appeared in ITV’s This Morning breakfast show back in March.

The British actor has founded the End High Cost Credit Alliance, whose members are committed to working together to deliver a greater impact through collective action, campaigns and public engagement. 

It’s website states that “People need a fair, affordable credit product. Lenders need a fair, affordable credit product.

“The Alliance exists to bring fairness for the lenders and fairness for the people they serve. Our partners represent organisations who have a role to play in making this possible.

“Collaboration, maximising our collective resources and focussing on what works will enable our movement to deliver change that is long term, measured and pragmatic.”

People are starting to wake up to the fact that credit is too readily available these days, and at dangerously high rates.

Well-known British finance columnist Martin Lewis called Wonga and other payday loans “the crack-cocaine of the money-lending world”.

“Recent studies even suggest some people are now payday loan addicts,” he said.

“Lenders use instant apps and fast clicks to target the impulses of the ‘must have it now’ generation. Loans are processed at lightning speed, quick enough for some to apply and receive while drunk.”
