The 31 October deadline for tax return self-lodgement is fast approaching, and you may be wondering if there is anything you can do to reduce your tax liabilities for the 2020–21 financial year.

Platinum Accounting Australia managing director Coco Hou has put together a list of her top 10 tips to consider now and in the future.

“Whether you are an individual, side-gigger, solopreneur, business owner, freelancer, start-up or larger business, there are some key things that you should do prepare yourself for tax time that will help to reduce the amount of money you have to hand over to the ATO come tax time,” Ms Hou said.

Record your work-related expenses

Ms Hou said that individuals need to “be ruthless” and keep track of all work-related expenses throughout the year, making sure to keep hold of receipts.

“Take photos of your receipts using apps like Hubdoc that integrate with cloud-based accounting systems such as Xero. These apps convert your receipts into data that is then uploaded straight into your accounting system,” suggested Ms Hou.

Make tax-deductible donations

You can show your support for a cause by making a tax-deductible donation to a charitable organisation.

“For a donation to be tax-deductible, it must be made to an organisation endorsed as a Deductible Gift Recipient (DGR) and must be a genuine gift,” Ms Hou said.

Make extra contributions to your super

Additional payments can be made to your superannuation that will be taxed at 15 per cent. However, Ms Hou said individuals should take note of the cap on concessional contributions that is currently set at $27,500 per financial year.

Claim investment expenses

“Remember to claim investment expenses and your investment loss from the prior year, as this can be carried forward to offset future gain,” she noted.

Use a quantity surveyor

By using a quantity surveyor to prepare a depreciation schedule for your rental property, you can ensure depreciation is captured and included in your tax return.

“A tax depreciation schedule is 100 per cent tax-deductible. This means you can claim the fee charged by the quantity surveyor as part of your tax return.”

Pay interest on time

Ms Hou also highlighted the importance of ensuring loan repayments are made on time.

Utilise the capital gains discount

The 50 per cent discount on capital gains can be used for assets you have held for at least one year, including cryptocurrencies.

“For people who invest in crypto, if you’ve had the crypto for more than 12 months, you may be eligible to discount your capital gain by 50 per cent,” she said.

Structure your assets

Individuals should explore the use of different structures, such as a family trust, to better manage their assets and distribution of income.

Hold private health insurance

“Having private health insurance coverage means you avoid having to pay the Medicare levy surcharge,” she said.

Tax-plan with your accountant

“Maintain communication with your accountant and ensure you undertake a tax planning session once a year. This will help you to plan for the future and ensure that you have identified all the opportunities to minimise your tax bill at the end of the year,” concluded Ms Hou.

Despite an inevitable contraction of the Australian economy in the third quarter of the calendar year, the Organisation for Economic Co-operation and Development (OCED) has forecast growth of over 3 per cent for both 2021 and 2022, on the back of a strong economic rebound.

Namely, the OCED expects GDP growth to pick up to 4.0 per cent in 2021 GDP followed by 3.3 per cent in 2022.

The economy contracted by 2.5 per cent in 2020.

But if Australia wants to steer its economy back on track, it will need to focus on holistic tax reform, which includes reducing its reliance on income taxes, overhauling the GST and lowering tax concessions, the OECD’s economists noted. 

According to the OECD, fiscal policy will need to take a more active role, given the limited space for conventional monetary policy at the lower bound. 

The OECD also highlighted the threat of Australia’s ageing population, which is said to be vulnerable to the state’s current reliance on taxing personal incomes — an issue exacerbated by bracket creep increasing average tax over time. 

“Fortunately, there is a clear path for tax reforms that will provide a more sustainable tax base, enhance economic growth and promote other government priorities like improving housing affordability and reversing the trend towards rising income and intergenerational inequality common to many countries,” the report reads. 

This clear path includes increasing the goods and services tax rate or broadening the base — offsetting any regressive effects through additional personal income tax cuts, reducing private pension tax breaks, and reducing the capital gains tax discount. 

In addition, more state governments would need to replace stamp duty with a well-designed recurrent land tax.

“The government entered the pandemic from a strong fiscal position. Its newly revised fiscal strategy is to support the economy until the recovery is well entrenched and the unemployment rate is back to pre-pandemic levels (5 per cent) or lower and then to switch focus to stabilising and then reducing public debt in the medium term,” the OECD said. 

“As this transition draws nearer, the government should provide a medium-term fiscal strategy with targets that are associated with specific time frames or conditional on measurable economic outcomes.” 

Furthermore, it recommended that future fiscal strategies be regularly evaluated by an independent fiscal institution.

Welcoming the OECD’s praises on the country’s “strong economic response to the pandemic”, Treasurer Josh Frydenberg said on Wednesday that the latest OECD survey essentially confirms “the government’s economic plan is working and that the fundamentals of the Australian economy remain strong”.

“The OECD survey highlights the government’s well-co-ordinated response since the start of the COVID‑19 pandemic, acknowledging that macroeconomic policy support was delivered swiftly and with appropriate force at the onset of the pandemic and played a particularly important role in stabilising the economy and the living standards of the population,” Mr Frydenberg said. 

Jumping on the chance to tout the government’s wins, Mr Frydenberg noted the survey also recognises “the significant tax relief” provided to low and middle-income earners through the Personal Income Tax Plan.

“The report also notes that bracket creep, if unaddressed, will result in increasing average taxes over time,” the Treasurer added.

“This further underlines the importance of the structural reform implemented through the government’s stage 3 tax cuts which will remove an entire tax bracket and ensure that 95 per cent of taxpayers face a marginal tax rate of no more than 30 cents in the dollar.”

While the Treasurer did not comment specifically on the OECD’s tax-related changes, he noted the “Morrison government will continue to support the recovery”, without divulging details.

RBA monetary review 

The OECD’s report also called for a review of Australia’s monetary policy framework, noting its need due to the “institutional and structural changes” that have occurred in the economy as a result of the pandemic and the “unconventional policy” instruments the Reserve Bank has begun to employ.

“Such a review should be broad in scope, potentially including a review of the central bank mandate, policy tools, methods of public communication, hiring processes and internal structures,” the OECD said. 

“It could also consider the alternative paths for rebuilding monetary policy space from the current position of policy rates at the zero lower bound.”

The Australian Taxation Office (ATO) is warning victims of a new phone scam, where scammers are pretending to be the tax man and demanding payments for unpaid tax liabilities.

The ATO issued the warning that scammers are trying to trick people by pretending to be either the tax office or the federal police, telling victims their tax file number has been suspended or compromised due to money laundering or other illegal activities.

As such, the cyber criminals are demanding money from Australians through a number of methods that should tip off potential victims, asking for payment in gift cards, cardless cash ATM withdrawals or courier services that collect payments.

The ATO highlighted that they would never demand payments in these ways, and urged tax payers to check legitimate ways to pay tax debt through their website.

“If you have paid money to a scammer through one of the methods listed above or are concerned about your personal safety, report it to your local police straight away and specify all the details,” the ATO stated.

“We also strongly encourage you to contact your financial institution immediately. In some cases, they may be able to stop a transaction or close your account if the scammer has your account details.”

ATO assistant commissioner Tim Loh said the Tax Office was alarmed by the volume of scammers collecting money on Australian soil.

“Scammers are always on the hunt for new ways to con Australians out of their hard-earned cash,” he said.

“Impersonating ATO staff is one of many common tactics. Since July, Australians have paid $116,300 using cardless cash, local retail gift cards, and in-person cash in hand, including through couriers, to scammers pretending to be from the ATO.”

Mr Loh highlighted the extent to which victims are getting ripped off by scammers, with a NSW lady losing $30,000 to these scams.

“Another shocking account came from a Victorian man who paid $50,000 to a representative who collected the cash from their front door. The scammer demanded personal details such as their TFN, address and name over the phone before the home visit. The scammer also ‘guaranteed’ the victim would get their money back if they paid upfront.”

Mr Loh urged victims who come across scammers or who are concerned for their safety to report to the police.

Special EV taxes introduced by state governments are creating a disincentive for Aussies to choose cleaner vehicles and slowing Australia’s overall transition to net zero, new data has revealed.

Following South Australia’s November announcement of a planned new policy, dubbed the ‘worst EV policy’ in the world, Victoria too has jumped on the bandwagon of seemingly dishing out punishments to drivers of electric vehicles.

Under Victoria’s new laws, clean-vehicle owners must keep a record of odometer readings to provide to authorities at the end of each year. Once they’ve done this, they can expect a possibly hefty bill – charged at 2.5 cents a kilometre – adding at least $3,000 to the cost of owning an EV over its lifetime.

Although the South Australian government has yet to formally commit to the new tax, it is widely predicted the state government will follow Victoria’s lead.

Ahead of the new tax, The Australia Institute has quizzed about 600 people in South Australia to gauge public opinion on EVs. They found that almost 70 per cent will be less likely to purchase an electrical vehicle if the new user tax is enacted.

Responding to the figures, AI’s director for SA Noah Shultz-Byard said new user charges will “pull the handbrake” on consumer enthusiasm for electric cars.

“Our research shows that the vast majority want more EVs on the road, not less, because they are considered to be good for the climate, health and the environment,” he said.

According to the findings, around 43 per cent of South Australian motorists said they were considering switching to an EV, while three in four agreed that subsidies for the industry make sense.

Mr Shultz-Byard believes the move to introduce an EV tax goes against much of South Australia’s current climate policies.

“South Australia is leading the nation with its adoption of wind and solar power, but those efforts will be badly undermined if the government moves ahead with its EV tax,” he said.

“Tailpipe emissions in South Australia remain high and, in light of the IPCC’s latest report on the state of the climate, we should be doing all we can to switch to zero-emission vehicles.”

But consumers aren’t alone in opposing the plan. At the time the state first spoke of its new tax plans, Hyundai, Volkswagen, Uber and the Electric Vehicles Council inked a letter to the government describing the tax as the “worst electric vehicle policy in the world”.

South Australia had also planned to introduce a road user charge this year but has put it off until July 2022, partly to gauge the impact of the Victorian legislation.

A proposal for households with rooftop solar panels to be charged for exporting electricity into the power grid has been softened, with regulators guaranteeing a “free option” for those who have solar panels.

Dubbed a ‘sun tax’, the original proposal highlighted the potential need to see consumers pay for excess solar power to the grid.

The Australian Energy Market Commission (AEMC) stated it is trying to avoid the problems of “traffic jams” on the network which is only likely to get worse as more Australians switch to solar panels.

The proposal for households with rooftop solar panels to be charged for exporting electricity in the power grid at a certain time has softened, albeit customers could be charged after 2025.

The commission’s chief executive, Benn Barr, said the AEMC had listened to feedback and tightened protections for consumers to ensure people would not have to pay to export solar if they chose not to.

“This means networks will have to offer a free basic service alongside any paid solar export plans, so people won’t have to pay if they don’t want to,” he stated.

“If they choose a paid plan where they earn more at some times and less at others, there will be more ways to earn and save.”

The changes come as around 20 per cent of all customers now partly meet their electricity needs through rooftop solar power generation, up from just 0.2 per cent in 2007.

That is predicted to more than double over the next two decades, highlighting the need for a long-term suitable plan to have more customers benefit from solar, while putting downward pressures on prices.

AEMC chair Anna Collyer said the reforms acknowledge that Australia has the fastest rate of solar take-up in the world and reflect concerns from industry, energy market bodies, consumers and environmental groups.

“By carving a path for smart solar, batteries and electric vehicles, more solar can be used, we will keep costs down for all consumers and protect the value of household solar investments already made,” Ms Collyer said.

“We don’t want to see solar going to waste.

“That costs everyone more because less cheap renewable energy gets into the system.”

Based on the latest retail and solar feed-in tariffs in each jurisdiction, 80 per cent of customers should see their bills drop under this reform because they would no longer pay for solar export services they aren’t using.

AEMC modelling shows that even under a worst-case cost scenario, solar owners choosing paid plans would still earn at least 90 per cent of what they do now – and that’s before taking any action to change their energy behaviours.

South Australians under lockdown are set to be supported by the COVID-19 Disaster Payment, the state government has confirmed.

As the state returns to lockdown, the South Australian government has confirmed it will cover the cost of COVID-19 Disaster Payments for those outside a Commonwealth hotspot.

Speaking at a press conference on Wednesday, SA premier Steven Marshall confirmed that following the declaration of a hotspot by the Commonwealth government on Tuesday, those affected will be able to access the federal government’s COVID-19 Disaster Payment. 

Introduced earlier this year following a lockdown in Melbourne, the COVID-19 disaster payment goes out weekly in $600 increments for individuals that lose 20 hours or more of work as a result of lockdown. Comparable payments of $375 are made at a similar cadence for those who lose between eight and up to 20 hours of work.

Mr Marshall added that the state government will be extending this income relief statewide so that “country people will also enjoy the same benefits that the people in the hotspot declaration will be enjoying”.

“It is not fair for them if they don’t have the income support,” he argued. 

As with similar arrangements reached in Victoria and NSW last week, the South Australian state government will match the income support payments for workers outside the Adelaide metro, Hills and Gawler areas.

“Our commitment will ensure South Australian workers whose hours are affected by the current lockdown will be supported, regardless of whether they work in Mitcham or Mount Gambier, Norwood or Nuriootpa, West Beach or Whyalla,” said South Australian state treasurer Rob Lucas.

“We welcome the ongoing support of the federal government as we work together to get on top of the current COVID cluster and drive the state’s strong ongoing economic and jobs recovery and return to the lifestyle that’s earned us a growing global reputation as one of the most liveable cities in the world,” Mr Lucas said.

Importantly, the COVID-19 Disaster Payment does not cover workers who are receiving any form of social security or financial support from the government. This can be particularly problematic for low-income workers and students, who typically rely on a combination of casual work, income support systems like JobSeeker and subsidies to make ends meet. 

South Australian Council of Social Service CEO Ross Womersley noted that when emergencies strike, “it is almost always those who are most vulnerable who are hit hardest”.

“We need to make extra sure that we have smart policies and government responses in place that don’t leave those people hanging. With South Australia now joining Victoria and NSW in lockdown, the numbers of people affected are growing even higher,” he said.
