The Reserve Bank of Australia has put to rest chatter among investors that conditions for a higher cash rate could be met as early as next year, reaffirming its stance that the rate is “very likely” to remain at its current level until at least 2024.

As the RBA announced its rate hold earlier this month, chatter among investors increased, with many predicting that given the property price boom, the bank could be forced to intervene earlier than planned.

Shane Oliver, chief economist at AMP Capital, tipped at the time that a rate hike could occur in the March quarter 2023. 

“The faster than expected economic recovery will likely see the RBA hike rates earlier than 2024, but probably not until 2023 because it fears that if it moves too early without waiting for a much stronger jobs market and 3.5 per cent or so wages growth, inflation will not be sustained in its 2–3 per cent target range,” Mr Oliver said.

But RBA governor Philip Lowe has put these predictions to rest, explaining at the AFR Business Summit on Tuesday that “this is not an expectation that we share”.

“For inflation to be sustainably within the 2–3 per cent range, it is likely that wages growth will need to be sustainably above 3 per cent. This is assuming that Australia generates ongoing growth in labour productivity and that the profit share of national income does not continue to trend higher.

“Currently, wages growth is running at just 1.4 per cent, the lowest rate on record. Even before the pandemic, wages were increasing at a rate that was not consistent with the inflation target being achieved. Then the pandemic resulted in a further step-down. This step-down means that we are a long way from a world in which wages growth is running at 3 per cent plus,” Mr Lowe said.

Tapping into overseas evidence, Mr Lowe said the journey back to sustainably higher rates of wages growth will take time and will require a tight labour market for an “extended period”.

Even in the absence of another major shock, Mr Lowe conceded “it is a long way back to seeing wage increases consistent with the inflation target”.

“The point I want to emphasise is that for inflation to be sustainably within the 2–3 per cent target range, wages growth needs to be materially higher than it is currently,” Mr Lowe said.

“The evidence strongly suggests that this will not occur quickly and that it will require a tight labour market to be sustained for some time. 

“Predicting how long it will take is inherently difficult, so there is room for different views. But our judgement is that we are unlikely to see wages growth consistent with the inflation target before 2024,” he said.

Mr Lowe also reiterated that the RBA does not target housing prices, “nor would it make sense to do so”.

“I recognise that low interest rates are one of the factors contributing to higher housing prices and that high and rising housing prices raise concerns for many people.

“There are various tools, other than higher interest rates, to address these concerns, leaving monetary policy to maintain its strong focus on the recovery in the economy, jobs and wages,” Mr Lowe said. 

Among these tools, he noted, is the bank’s continuous monitoring of lending standards. 

“Looser standards would increase medium-term risks and add to the upward pressure on prices, so would be of concern.

“Reflecting this, the Council of Financial Regulators has indicated that it would consider possible responses should lending standards deteriorate and financial risks increase. We are not at this point, but we are watching carefully,” he concluded.

Australia is forecast to effectively go cashless in just three years, with three in 10 Aussies admitting that “going cashless would be great for the country”.

New data from financial payment company FIS has forecast that in the next three years cash payments will fall to just 2.1 per cent of all transactions.

While cash made up more than 20 per cent of transactions worldwide in 2002, cash transactions fell by 4.4 per cent globally between 2019 and 2020.

“The pandemic accelerated the decline of cash by over three years, exceeding in 2020 our previous projection for 2023,” the report states.

This would put Australia in fourth position as the most cash averse economy, behind Sweden, Denmark and Hong Kong. 

“Australian consumers are ushering in a new dawn of commerce as they embrace modern ways to pay, consume and engage with businesses,” said Phil Pomford, general manager APAC, Worldpay Merchant Solutions at FIS.

“As Australia heads towards a predominantly cashless payments market, we must focus on financial inclusion. Important parts of the economy continue to rely on cash, such as charity donations and restaurant tip jars.”

Despite ranking in fourth place for being a cash adverse society, separate research by Money Transfer shows only the minority think going completely cashless ‘would be a great decision for their country.’

The results show that Australia ranks 10th, with only 35 per cent wanting to go entirely cashless, despite the majority saying they have paid with cash less often since the COVID-19 outbreak.

“The argument for a cashless society has been around for a while, but the rapid rise of the coronavirus crisis has intensified the debate again amid concerns about banknotes and coins transmitting the virus,” Money Transfer state. 

“In addition to this, the increasing decline of high street bank branches and ATMs has made the possibility of a cashless society in the next few years more likely than ever before.” 

India is the country most in favour of a cashless society, followed by Malaysia and the United Arab Emirates.

Just 24 per cent of Americans think going entirely cashless would be a good thing for their country.

With record-low interest rates and a volatile sharemarket, mature Australians looking to protect their assets while maintaining their income are being driven to fixed-income products, an industry expert has said.

In a conversation with nestegg, Chi-X’s CEO Vic Jokovic, explained how fixed-income products, including ETFs, can help investors navigate these uncertain times. 

“There’s certainly a theme at the moment with heightened volatility in equity markets that some would say are fully priced while cash rates are at all-time lows,” he said. 

“So, investors are looking for a middle ground between the term deposits and the volatility of share rates,” Mr Jokovic noted. 

According to new research by Rainmaker, assets of fixed interest and cash exchanged traded products (ETP) grew 30 per cent in the 12 months to end September 2020.

“Fixed interest is in the spotlight as it is an asset class that has been growing for the past few years at the same rate as the overall ETP market,” said John Dyall, head of investment research at Rainmaker Information.

“Part of the reason is that term deposits interest rates are so low now that investors, retirees and their financial planners are desperately looking for alternatives that will satisfy their income and investment objectives.”

'Everyone can benefit from a fixed-income product'

Mr Jokovic pointed out that while every Australian looking for a liquid product can benefit from a fixed-income product, the current demand is largely coming from older Australians.

“There’s no doubt the greater demand is from retirees and others who are far more dependent on cash deposits, term deposits for their retirement income, but it applies to every investor who wants to hold money in a more liquid asset,” he explained. 

Mr Jokovic highlighted that while the need for such a product is greater today in a low interest environment, he does not expect it to become the ‘new norm’ over the longer term.

“In the short to medium-term, there’s an impetus for it. If we have a return to a higher rate environment, then perhaps not with term deposits achieving what a lot of these investors want, which is a reasonable return on their cash deposit, which they are not getting at the moment.”

“In essence, they are getting no return on their cash deposits, so probably short to medium term, but not the new norm,” Mr Jokovic concluded.

How many times in the past week have you actually had to pull out your wallet to pay for something? And out of those times, did you actually go to use cash?

It seems not that long ago the question of “how would you like to pay for that?” had, at most, three possible answers. Now there’s a plethora of ways for people to pay that don’t involve counting out and unfolding notes or scrambling around for coins.

Futurists and tech providers have long predicted the demise of physical tender, driven in part by technological advances, legislative reform and transparency requirements, smart business strategies and the rise of online shopping.

But it’s safe to say that none of them predicted COVID-19 – a pandemic that would sweep the world at such a pace and provide an overwhelming reason to limit physical interactions and the handing over of physical money.

So, what is the future of cash? Will it survive a global pandemic? Or is it destined to go the way of cheques, money orders and good old-fashioned bartering of goods, just with a much quicker demise?

2020 to date

Within the first month of the pandemic hitting Australian shores, there was a “definite shift” in the way Australians were using money.

In April, creditcard.com.au’s founder Roland Bleyer said Australia isn’t new to the idea of choosing cards over cash, but as coronavirus continued to assert an influence over what consumers could and couldn’t do, he observed how “Aussies are being encouraged to use contactless more than ever as a way to slow the spread”.

“Merchants [are] moving away from cash – and the germs it may carry – declaring their preference for card payments instead,” he had outlined at the time.

And he’s not the only one to comment on just how quickly the adoption of digital has taken place.

Despite the global health crisis beginning mere months ago, “Australians are increasingly receptive to mobile and online banking compared with at the start of the pandemic”, according to J.D. Power Australia’s head of banking and payments intelligence Bronwyn Gill.

As social distancing has become the norm, she has observed “an increase in first time mobile and online users, and greater frequency of use” of digital services.

A new survey from J.D. Power has revealed debit cards are now the most favoured payment method for in-store purchases, used by 58 per cent of Australians in the week of the survey. Credit cards were close behind, with 40 per cent usage.

Newer payment types are also gaining traction, with 21 per cent of Australians using a mobile phone or smartwatch for in-store purchases and 16 per cent choosing to pay using a buy now, pay later instalment service, such as Humm, Zip Pay or Afterpay.

But social distancing isn’t the only reason consumer attitudes to digital payment methods – and by extension, digital services – are evolving.

Lengthy call centre wait times are another key reason for the shift, with straight-forward tools providing customers an ability to move money at the press of a button, without the need for a third-party actor.

The shift is even observable in banking, with Ms Gill stating it is “not surprising that bank customers are increasingly turning to digital channels to undertake their banking”.

She’s putting the onus of this on the banks, who she believes “need to empower customers through communication and support that boosts customer knowledge of digital tools available”.

“It’s an important time for banks to check in on the relative merits of their digital capabilities, with customers placing more importance on this when choosing a bank,” Ms Gill adds.

A decade in the making

Banks are aware of this need to adapt - non-major institution Bankwest reported an observable drop in overall cash withdrawals occurred overnight as the pandemic began to wreak havoc on the day-to-day activity of Australians.

Figures from the end of March to the end of April saw activity levels down around 35 per cent compared with pre-pandemic behaviour, with the bank predicting that coronavirus “could accelerate the decline in the use of physical money”.

But according to Bankwest chief customer officer Paul Vivian, the “rapid decline” and consumer responses merely “reinforce trends we’ve seen for more than a decade”.

Australians were already altering their attitude to cash pre-2020, the bank has expressed, with Mr Vivian even conceding “cash might become a niche payment method”.

A new survey from Capterra has taken a closer look at the impact of changing habits around cash, and whether or not COVID-19 has increased Australia’s readiness towards a hypothetical cashless society. The results reveal 55 per cent of Australians are comfortable with such a concept.

Not only that, but an overwhelming majority (97 per cent of respondents) plan to use a mobile wallet in the future.

2020 and beyond

For Capterra content analyst Anna Hammond, the results from the survey are telling.

“Social distancing measures have certainly driven consumers and businesses closer towards a more cashless future in Australia,” she says.

She attributes the drastic shift to health reasons, noting that “as stores, restaurants, bars and cafes began to reopen their doors, we saw them take steps towards creating safer environments for their customers”. 

Aside from the obvious health reasons, many Australian businesses already had a penchant for digital payment methods prior to the pandemic.

It’s a view held by both Mr Bleyer and Mr Vivian. 

“The decline in cash use could potentially accelerate because of this pandemic, not just due to consumers’ preferences, but as merchants continue to make it easier to pay without cash,” Mr Vivian says.

Not only does it reduce the risk of petty theft at the cash register, as Mr Bleyer flags, oftentimes digital payments are easier, faster and can also be done remotely, enabling transactions that otherwise would not have been possible.

It also helps businesses satisfy more stringent standards of record-keeping as required by the Australian Taxation Office. 

A $10,000 question

It would be amiss to not point out that at the time of writing, the Currency (Restrictions on the Use of Cash) Bill 2019 is before the Senate, which will see the outlawing of large cash payments between ABN entities if passed into law.

While initially anticipated for approval late last year, it has been blasted by plenty of objections from MPs and the community at large, severely impinging on its journey through Parliament.

In essence, the effect of the legislation will put in place an economy-wide cash payment limit of $10,000.

According to federal Assistant Treasurer Michael Sukkar, the purpose of the new legislation is to target businesses that are under-reporting their income through “anonymous and untraceable large cash payments as well as aid in fighting organised crime syndicates”.

The legislation has been a long time in the works, so the ramifications of what is effectively a “cap” on cash-driven business transactions shouldn’t come as any surprise to companies who have, for a while now, been advised to keep accurate and transparent records of their dealings.

“The government is sending a strong message to the community, and to criminal syndicates, more importantly, that [use] cash to avoid obligations and potentially engage in criminal activity that requires a sufficient level of deterrence,” Mr Sukkar says.

Despite the apprehensions around the new laws, which would see cash payments capped at $10,000, it shouldn’t be a serious problem for everyday Australians, nor is it supposed to impinge on the ability of businesses to carry out their day-to-day operations, either.

In a bid to quell such concerns, shadow assistant treasurer Stephen Jones even moved an amendment to the bill so that it would include the stipulation that it “recognises the importance of cash for conducting transactions around Australia”.

For consumers, their decisions around the use of cash are more likely to be impacted by their day-to-day activities and ease of use rather than legalities.

But still, the Treasury has been at pains to point out that the new laws won’t place restrictions on the giving or receiving of cash gifts between family members, nor will it require people to store money over the threshold in a bank if they do not wish to do so.

The digital divide

That same J.D. Power survey cited earlier that revealed Australians were rapidly increasing their use of digital payment methods also highlighted the emergence of a strange dichotomy.

Despite many stores discouraging or refusing cash payment to protect staff from the spread of COVID-19, 36 per cent of Australians who were surveyed had still used cash in a store at least once in the week prior.

While there’s an abundance of benefits cited by fans of digital payment methods as to why cash should go the way of dinosaurs, many commentators have expressed concern around the accessibility of digital payment methods for less privileged sectors of the population.

Capterra’s cashless society survey also discovered that lower-income Australians are less likely to use mobile payment methods, despite an overwhelming trend towards digital payments that suggested otherwise.

“Many demographics – particularly older generations and lower earners – require more time to adapt to the concept of a completely cashless society,” Capterra’s Ms Hammond is quick to acknowledge.

It’s why, she argues, businesses that are considering switching to digital payment processing “should ensure they’re choosing software that offers in-store cash payments, too”. 

That stance is also shared by Bankwest and, by extension, Mr Vivian.

According to the chief customer officer, cash is “an incredibly stable and an important system for those members of society who are less tech-savvy or more vulnerable”.

As well as being a common option for low-value transactions, he emphasises one feature of physical tender that digital payments cannot yet emulate: cash does not rely on the internet or power to be transacted.

It’s just one of the reasons he believes “it’s hard to see physical money disappearing from Australia any time soon”.

The Reserve Bank of Australia has announced its decision on the official interest rate for December, following predictions of a hold.

Having cut rates to a record-low 0.10 per cent in November, the RBA has acted as many economists predicted holding the cash rate for December.

Prior to the announcement, Wealth Within chief analyst Dale Gillham believed the Australian economy was in a stronger position than many expected, despite the first recession in nearly three decades.

“Things are not as bad as they could be, and so the recession is likely to be short-lived and so interest rates are unlikely to fall further,” he said.

“The release of figures around retail spending and GDP in this second quarter will be an indication as to whether rates will rise in 2021 or remain at current levels. If retail spending is strong, then a movement in rates will occur earlier rather than later.”

Harley Dale, chief economist at CreditorWatch, agreed with Mr Gillham, believing the RBA has reacted as many expected. 

“The RBA fired its last interest rate bullet in November, taking the official cash rate (OCR) to a barely positive rate of 0.1 per cent,” Mr Dale explained.

“The RBA is pleased with the substantial stimulus that the federal and state governments have provided. The combination of super low interest rates and hefty fiscal policy has created the defensive line Australia required in 2020 to avoid the chronic impact that COVID-19 is having in Europe and the United States.”

What’s happening next?

Economists are predicting that the RBA will hold the record-low interest rate for longer, with the central bank unlikely to reach it’s inflation targets over the short term.

“Given that the cash rate is already at 0.1 per cent and the RBA does not want to take it negative, the next move is likely to be a hike.” 

“But given the high level of spare capacity in the economy, inflation is unlikely to meet the RBA’s conditions for a hike of being sustainably within the 2-3 per cent target range for another three years or so. As a result, the first rate hike is unlikely until sometime in 2024,” AMP chief economist Dr Shane Oliver concluded.

The Reserve Bank of Australia has announced its decision on the official interest rate this month, following predictions of a potential cut to rates.

 Following an out of cycle rate reduction in March, the RBA has followed market consensus and reduced the official cash rate to 0.10 per cent.

AMP chief economist Shane Oliver correctly predicted the RBA would cut rates prior to the announcement.

"The RBA’s own forecasts show that it will not achieve its employment and inflation objectives over the next two years and so further easing is required to help address this. Recent RBA commentary has provided a strong signal that further easing is imminent. We expect this to take the form of a rate cut to 0.1 per cent and broad-based quantitative easing."” said Mr Oliver.

Bankwest Curtin Economics Centre director Rebecca Cassells said the RBA’s cut signals its intent to further support the economic recovery by making borrowing as attractive as possible for households.

“Low inflation figures will tip the RBA’s decision to cut rates and we may also see additional quantitative easing over the coming months if progress towards the RBA’s 2-3 percent inflation target is viewed as too slow”, she said.

“Now that Victoria can add its strength, the pace of economic and job recovery should pick up substantially in the coming weeks and months. Whether this pace will deliver a full recovery of jobs lost plus additional employment and wage growth remains more possible than probable at this time.".

Tom Devitt, Housing Industry Association noted Australia’s inflation rate was well below the RBA’s target as well as the high rate of unemployment.

“The risks for the economy are highly asymmetric, with the costs of doing too little likely to be far greater than the costs of doing too much,” he said.

“The RBA’s balance sheet expansion is also significantly behind that of other central banks. This is putting upward pressure on the Australian dollar, weighing on exports and potentially turning consumers towards imports rather than domestic goods and services."

IFM Investors chief economist Alex Joiner said while the RBA has been signaling that it is considering easing policy further, the economy needed fiscal support or modern monetary policy.

“The RBA has strongly signaled it thinks it needs to do more to support the economic recovery. Cutting the cash rate alone won't be enough though as a 15bp reduction won't do much, it will be part of another package from the RBA that will likely include a broader effort on quantitative easing as a minimum," he concluded.
